This bill revises education laws in Montana to enhance advanced opportunities for students by establishing the role of "advanced opportunity facilitators." These facilitators are defined as individuals employed by school districts to coordinate between students, their families, and various educational and community entities to provide advanced learning opportunities. The bill allows school districts employing these facilitators to use a portion of their advanced opportunity aid to pay for their services and receive a quality educator payment for them.
Additionally, the bill amends existing sections of the Montana Code Annotated (MCA) to clarify definitions related to advanced opportunities and aid, as well as to outline the requirements for school districts to qualify for funding and support for advanced opportunity programs. Notably, it specifies that at least 75% of the advanced opportunity aid must be spent on out-of-pocket costs for qualifying pupils, while also allowing remaining funds to be used for employing facilitators or providing K-12 vocational education courses. The effective dates for the provisions of this act are set for July 1, 2025, for certain sections, while others take effect upon passage and approval.
