Additionally, the bill allows for extensions of deadlines for compliance if a health carrier can demonstrate that meeting the requirements would be unduly burdensome or economically harmful.

Furthermore, the bill addresses the privacy of electronic health records by prohibiting healthcare providers from engaging in information blocking when requesting medical laboratory tests. It stipulates that certain test results, such as pathology reports indicating malignancy or positive HIV tests, must be disclosed to patients within 72 hours of finalization. The bill also clarifies that it does not alter an individual's right to amend their medical records and provides a definition of "electronic health record." The effective date of the act is set for July 1, 2026.
