The proposed legislation aims to protect pregnancy centers from regulatory actions that target them specifically because they do not provide, refer, or counsel in favor of abortion or contraception. It establishes definitions for key terms such as "abortion," "contraception," and "pregnancy center," and outlines the services these centers provide, including counseling and resources for women facing unexpected pregnancies. The bill prohibits state or local governments from enacting laws that would require pregnancy centers to perform or refer for abortions, provide abortion-inducing drugs, or counsel in favor of such options. Additionally, it prevents interference with the centers' staffing decisions based on their pro-life mission.

The bill also provides legal remedies for pregnancy centers or individuals harmed by violations of these provisions, allowing them to seek damages, including statutory damages of $50,000 or actual damages, whichever is greater. If a violation is found to be malicious, the court may award treble damages. Furthermore, the legislature is granted the right to intervene in cases challenging the constitutionality of the act. The bill is set to take effect immediately upon passage and approval.
