The bill amends existing laws regarding the documentation required for establishing new or reconstructed highways in Montana. Specifically, it modifies Section 60-2-209 to replace the requirement for a "description" with a "right-of-way" plan that details the centerline, width, and boundaries of the highway, as well as information about the private properties affected, including ownership and parcel numbers. Additionally, Section 60-4-108 is amended to state that no compensation may be assessed for buildings or improvements on land covered by the right-of-way plan filed by the department after the filing date.

Furthermore, the bill stipulates that the establishment of the highway location will become ineffective one year after the filing of the right-of-way plan if no action to condemn or acquire the property has been initiated. The act is set to take effect on July 1, 2025.
