This bill proposes the creation of auction or lottery licenses specifically for antelope and swans in Montana. The commission is authorized to issue one license for either sex antelope and one swan license each year through a competitive auction or lottery. The bill stipulates that the commission will establish rules for the use of these licenses and the conduct of the auctions or lotteries. Wildlife conservation organizations focused on antelope and migratory game birds may be authorized to conduct these auctions or lotteries, retaining up to 10% of the proceeds to cover reasonable expenses.

Furthermore, the bill mandates that all remaining proceeds from the auctions or lotteries must be allocated to the department for the substantial benefit of antelope and migratory game birds, respectively. This funding is intended to supplement existing resources used for the management of these species. The provisions of this bill are intended to be codified as part of Title 87, chapter 2, part 8 of Montana law.
