This bill aims to revise laws related to the Capitol Complex by establishing a framework for determining and allocating legislative space within the Capitol and its surrounding areas. It mandates that the Legislature will define necessary legislative and executive branch spaces, while the Department of Administration will continue to provide custodial and maintenance services for these designated areas. Additionally, the bill requires the Department of Administration to submit any updated long-range master plans to the Legislative Council, which, in consultation with the Legislative Audit and Finance Committees, will preintroduce a joint resolution to either consent or not consent to these plans.

Furthermore, the bill outlines the development of a long-range legislative branch capital development plan that integrates with the Capitol master plan. It also provides for the renovation, replacement, or construction of facilities for state workforce development and legislative space. To support these initiatives, the bill establishes special revenue accounts for capital projects related to both the executive and legislative branches, detailing eligible uses of the funds and provisions for transferring money from the general fund to these accounts. The bill includes amendments to several sections of the Montana Code Annotated (MCA) and specifies effective dates for its provisions.
