5 A BILL FOR AN ACT ENTITLED: β€œAN ACT CREATING THE MONTANA STATE REFERENCE NETWORK
6 ENTERPRISE FUND; AUTHORIZING THE MONTANA STATE LIBRARY TO ADMINISTER THE STATE
7 REFERENCE NETWORK; PROVIDING RULEMAKING AUTHORITY; AND PROVIDING AN EFFECTIVE
8 DATE.”

10 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MONTANA:

12 NEW SECTION. Section 1. Administration of state reference network -- rulemaking. (1) The
13 state library shall administer a state reference network to provide real-time geospatial location data from any
14 location within the network.
15 (2) The state library may enter into contracts with other agencies and the private sector to carry out
16 the provisions of the state reference network.
17 (3) The state library commission shall adopt rules necessary to carry out the provisions of [sections
18 1 and 2].

20 NEW SECTION. Section 2. Enterprise fund account for state reference network operations. (1)
21 There is an account of the enterprise fund type, as described in 17-2-102(2)(a), to be known as the Montana
22 state reference network account.
23 (2) (a) The account is to the credit of the state library and is to be used for operation of the state
24 reference network. All fees collected by the state library for the use of the state reference network must be
25 deposited in the account to be used for state reference network operations by the state library.
26 (b) Revenue collected from fees for the use of the state reference network pursuant to [section 1]
27 must be deposited in the account.
28 (c) All interest and earnings on money deposited in the account must be credited to the account

1 and used for state reference network operations by the state library.

3 NEW SECTION. Section 3. Codification instruction. [Sections 1 and 2] are intended to be codified
4 as an integral part of Title 22, chapter 1, part 2, and the provisions of Title 22, chapter 1, part 2, apply to
5 [sections 1 and 2].

7 NEW SECTION. Section 4. Effective date. [This act] is effective July 1, 2023.
