7 A JOINT RESOLUTION OF THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF
8 MONTANA REQUESTING AN INTERIM STUDY OF WAYS TO INCREASE THE INCLUSION OF DISABLED
9 MONTANANS IN GOVERNMENT PROCESSES, SUCH AS THROUGH INDEPENDENT LIVING AND
10 CAPITOL-AREA HOUSING; AND REQUIRING THAT THE FINAL RESULTS OF THE STUDY BE REPORTED
11 TO THE 69TH LEGISLATURE.

13 WHEREAS, all Montanans have an interest in actively participating in their government, including
14 participating in the legislative process; and
15 WHEREAS, Montana's capital city lacks accessible housing for people with disabilities that is within
16 easy reach of the halls of state government.

18 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE AND THE HOUSE OF REPRESENTATIVES OF
19 THE STATE OF MONTANA:
20 That the Legislative Council be requested to designate an appropriate interim committee or statutory
21 committee, pursuant to section 5-5-217, MCA, or direct sufficient staff resources to review the means and
22 methods of increasing accessible Capitol-area housing that allows people with disabilities, including veterans,
23 to live independently, obtain necessary health care services, and participate fully in their government.
24 BE IT FURTHER RESOLVED, that the study:
25 (1) investigate buildings available to the state in the Capitol area that may provide suitable
26 accessible housing options;
27 (2) identify methods for including potential occupants of an accessible housing project more fully in
28 government-related activities;

1 (3) assess ways to include personal care attendants in client housing; and
2 (4) identify options for sustaining the project through public-private partnerships.
3 BE IT FURTHER RESOLVED, that the study include input from appropriate stakeholders, including but
4 not limited to area agencies on aging, the Department of Military Affairs, centers for independent living, and
5 community providers of services for people with disabilities.
6 BE IT FURTHER RESOLVED, that if the study is assigned to staff, any findings or conclusions be
7 presented to and reviewed by an appropriate committee designated by the Legislative Council.
8 BE IT FURTHER RESOLVED, that all aspects of the study, including presentation and review
9 requirements, be concluded prior to September 15, 2024.
10 BE IT FURTHER RESOLVED, that the final results of the study, including any findings, conclusions,
11 comments, or recommendations of the appropriate committee, be reported to the 69th Legislature.
