A HOUSE RESOLUTION
To express the profound gratitude and commendation of the House of Representatives to Mrs. Jacqueline Ayuyu Quitugua for her extraordinary career spanning over 44 years, marked by unwavering dedication and transformative contributions to the education, well-being, and development of the youth and school communities in the Commonwealth of the Northern Marianas Islands, as she dawns her well-deserved retirement.
1 WHEREAS, the Legislature recognizes individuals whose lifelong
2 commitment to public service has shaped generations and significantly advanced
3 the educational landscape of the Commonwealth of the Northern Marianas Islands
4 (CNMI); and
5 WHEREAS, Mrs. Jacqueline Ayuyu Quitugua embodies such a legacy,
6 having devoted an impressive 44 years to the CNMI Public School System, leaving
7 an indelible mark as an accomplished educator and dedicated staff member serving
8 our islands; and
9 WHEREAS, Mrs. Quitugua's distinguished career is now culminating as
10 she approaches retirement, allowing her to enjoy the fruits of her labor and the rest HOUSE RESOLUTION lit 2,
1 of her life as a truly respected and impactful figure in the Commonwealth's history;
2 and
3 WHEREAS, Mrs. Quitugua laid the foundation for her illustrious career by
4 graduating with a High School Diploma from Notre Dame High School in 1972,
5 followed by earning her Bachelor of Arts in Education from the University of Guam
6 in 1979, and subsequently achieving a Master of Education in Administration and
7 Supervision from the University of Guam in 1991; and
8 WHEREAS, her professional journey began as a Classroom Teacher from
9 1978 to 1983, where she nurtured young minds in Science, Health, and
10 Grammar/Composition at both CNMI PSS schools, including Rota High School,
11 and various private schools in Guam and Saipan; and
12 WHEREAS, from 1984 to 1993, she undertook the vital role of Drug-Free
13 Schools Coordinator for the CNMI Public School System, developing and
14 implementing drug-prevention curricula, leading educational activities, training
15 staff, and collaborating with key community agencies to foster healthy, drug-free
16 lifestyles among youth; and
17 WHEREAS, further showcasing her leadership and specialized expertise,
18 Mrs. Quitugua served concurrently as Social Studies/Fine Arts/Physical Education
19 Coordinator and Science, Health, Drug-Free Program Specialist from 1984 to 2006,
20 where she developed curricula, conducted extensive professional development,

1 coordinated policies, and led training across a wide array of critical subjects,
2 impacting K-12 education significantly; and
3 WHEREAS, from 2006 to 2017, Mrs. Quitugua ascended to the role of
4 Associate Commissioner for Curriculum and Instruction for the CNMI Public
5 School System, where she effectively oversaw and facilitated the Office of
6 Curriculum and Instruction, ensuring the strategic planning, communication, and
7 collaboration on curriculum, instruction, and assessment standards, including those
8 for Special Education, Headstart, and JROTC; and
9 WHEREAS, from 2017 to 2024, as Senior Director for Curriculum and
10 Instruction (formerly Associate Commissioner for Curriculum and Instruction), she
11 played a pivotal role in leading the oversight, coordination, and facilitation of the
12 CNMI PSS Office of Curriculum and Instruction, managing and evaluating
13 numerous Federally-funded programs such as Earmark Grants, CLSD Program,
14 ARPA Programs, and Consolidated Grant programs, and continuing her vital work
15 in content standards and professional development; and
16 WHEREAS, from 2024 to the present, Mrs. Quitugua has served as the
17 Senior Director for Student Support and Services for the CNMI Public School
18 System, overseeing, coordinating, and facilitating essential programs including
19 AmeriCorps, Athletics, Early Intervention, Counseling, Personal Responsibility
20 Education Program (PREP), Cooperative Education (Co0p), Mental Health,
