The following is a summary of the House Committee Substitute for HB 3534s & 2342.
This bill requires any new playground area and playground surface constructed by the State or a political subdivision to comply with ADA Standards for Accessible Design.
This bill is similar to HB 2342 (2026).
The following is a summary of the public testimony from the committee hearing. The testimony was based on the introduced version of the bill.
PROPONENTS: Supporters say that this is a simple bill that isn't retroactive. It provides options for play for everybody. This would move us one step further for childcare facilities. Children with disabilities are often on the sidelines and this is a barrier that we have the ability to remove. Children shouldn't have to watch childhood happen from the sidelines.
Testifying in person for the bill were Representative Jones; Courtney Leader; Kids Win Missouri; and Arnie Dienoff.
OPPONENTS: There was no opposition voiced to the committee.
Written testimony has been submitted for this bill. The full written testimony and witnesses testifying online can be found under Testimony on the bill page on the House website.
