This bill establishes the "Homes for Missouri Program" and authorizes the Department of Corrections to contract with nonprofit entities to administer, manage, market, or otherwise operate an inmate work program involving the construction of residential structures in areas within the State with documented affordable housing shortages with such residential structures to be sold at below-market, cost-based prices.
The bill provides that participation in the Program must be voluntary and contingent upon eligibility criteria established by the Department. The Program must incorporate structured vocational training and workforce development components specified in the bill.
This Program will sunset in 2032.
