HOUSE CONCURRENT RESOLUTION NO. 45 103RD GENERAL ASSEMBLY INTRODUCED BY REPRESENTATIVE HARBISON. 7170H.01I JOSEPH ENGLER, Chief Clerk
WHEREAS, in 1976, Congress passed legislation creating "Payment in Lieu of 2 Taxes" (PILT), which sends federal payments to local governments to help offset lost property 3 taxes; and 4 5 WHEREAS, more than 1.7 million acres of land in Missouri is owned by the federal 6 government; and 7 8 WHEREAS, the four counties in Missouri receiving the most PILT payments in 2022 9 were Wayne, Shannon, Reynolds, Oregon, and Taney; and 10 11 WHEREAS, three of those five counties are in the top ten poorest counties in the 12 state; and 13 14 WHEREAS, PILT payments should be adjusted in a manner to better serve Missouri's 15 poorest counties who have a larger share of federal land: 16 17 NOW THEREFORE BE IT RESOLVED that the members of the House of 18 Representatives of the One Hundred Third General Assembly, Second Regular Session, the 19 Senate concurring therein, hereby urge the federal government to issue PILT payments 20 equivalent to the tax assessment on the land if the land were assessed as level 7 agricultural 21 land when the 16% of the residents of the county are at or below the federal poverty level; and 22 23 BE IT FURTHER RESOLVED that the Chief Clerk of the Missouri House of 24 Representatives be instructed to prepare a properly inscribed copy of this resolution for the 25 members of the Missouri congressional delegation. ✔
