HOUSE CONCURRENT RESOLUTION NO. 37 103RD GENERAL ASSEMBLY INTRODUCED BY REPRESENTATIVE BOSLEY. 6886H.02I JOSEPH ENGLER, Chief Clerk

WHEREAS, the Constitution of the United States guarantees due process, equal 2 protection under the law, and fundamental civil liberties to all persons within the United 3 States, regardless of citizenship or immigration status; and 4 5 WHEREAS, U.S. Immigration and Customs Enforcement (ICE) is entrusted with 6 enforcing immigration law in a manner consistent with the Constitution, federal statutes, and 7 basic human rights; and 8 9 WHEREAS, numerous credible reports, court filings, and testimony from affected 10 individuals, journalists, attorneys, and human rights organizations have documented patterns 11 of unlawful detention, racial profiling, harassment, denial of due process, and excessive use 12 of force by ICE agents; and 13 14 WHEREAS, U.S. citizens and lawful residents have been wrongfully detained, 15 questioned, harmed, or killed during ICE enforcement actions, undermining public trust and 16 violating constitutional protections; and 17 18 WHEREAS, migrants, including undocumented immigrants, asylum seekers, and 19 mixed-status families, have suffered serious physical harm, psychological trauma, family 20 separation, and, in some cases, death while in ICE custody or during enforcement operations, 21 raising grave concerns about accountability and oversight; and 22 23 WHEREAS, fear of immigration enforcement has had a chilling effect on community 24 safety, discouraging individuals from reporting crimes, seeking medical care, attending 25 school, or participating in civic life; and 26 HCR 37 2

27 WHEREAS, migrants are integral members of communities across the United States, 28 contributing as workers, caregivers, students, entrepreneurs, artists, and faith leaders; and 29 30 WHEREAS, immigrant labor sustains critical sectors of the United States economy, 31 including agriculture, construction, health care, food service, logistics, and technology, and 32 migrants collectively contribute billions of dollars annually in taxes, consumer spending, and 33 economic growth; and 34 35 WHEREAS, a humane and just immigration system must center dignity, 36 accountability, public safety, and respect for human rights rather than fear, punishment, 37 and collective harm: 38 39 NOW THEREFORE BE IT RESOLVED that the members of the House of 40 Representatives of the One Hundred Third General Assembly, Second Regular Session, the 41 Senate concurring therein, hereby condemn abuses by U.S. Immigration and Customs 42 Enforcement, affirm the constitutional and human rights of all people within the United 43 States, and recognize the essential social and economic contributions of migrants to the 44 nation; and 45 46 BE IT FURTHER RESOLVED that the Chief Clerk of the Missouri House of 47 Representatives be instructed to prepare a properly inscribed copy of this resolution for the 48 members of the Missouri Congressional delegation and Todd Lyons, the senior ICE official. ✔
