HB 3136 -- STATE-BASED HEALTH BENEFIT EXCHANGES

COMMITTEE ACTION: Voted "Do Pass" by the Standing Committee on Government Efficiency by a vote of 13 to 1.

This bill repeals a provision of current law prohibiting the establishment of a state-based health benefit exchange under certain circumstances.

This bill is similar to SB 848 (2026).

PROPONENTS: Supporters say that if we need health exchanges, then interacting with a state-level organization is far superior than a federal-level one. Supporters further state that this will result in lesser fees and more savings, while ultimately returning regulatory power back to state and local officials. Having local control over health exchanges always works out better for local communities, especially for more rural areas.

Testifying in person for the bill were Representative Knight; and Gregg Conley, Getinsured.

OPPONENTS: There was no opposition voiced to the committee.
