The bill seeks to repeal sections 195.070 and 334.104 of the Revised Statutes of Missouri and introduces new provisions that expand the prescriptive authority of advanced practice registered nurses (APRNs). Under the new regulations, APRNs with a certificate of controlled substance prescriptive authority can prescribe controlled substances from Schedules II, III, IV, and V, lifting previous restrictions that limited their ability to prescribe Schedule II medications to only hydrocodone and for hospice patients. Additionally, APRNs are permitted to prescribe buprenorphine for up to a thirty-day supply without refills for patients in medication-assisted treatment for substance use disorders. The bill also details the requirements for collaborative practice arrangements between physicians and APRNs, mandating written agreements that outline the scope of practice and prescribing authority. It sets guidelines for the geographic proximity of collaborating physicians and APRNs, particularly in rural areas, and requires regular reviews of APRNs' prescribing practices by the collaborating physician. Furthermore, it clarifies that certified registered nurse anesthetists can provide anesthesia services without a collaborative practice arrangement under physician supervision. The legislation also establishes limits on the number of APRNs a physician can collaborate with and ensures that collaboration agreements cannot be enforced against the will of either party, while adhering to existing hospital regulations.
