The following is a summary of the House Committee Substitute for HB 3004.

This bill prohibits a person, company, or business from selling or marketing products using the term "wood" without the product's decorative surface being made of solid wood or wood vaneer. No person, company, or business can advertise or sell any part of a product marketed using wood-related terms or names of wood species if the product's decorative surface is not that wood species.

A person, company, or business may sell a product located in this state as of August 28, 2026, that is packaged in violation of this bill's provisions if the product is clearly labeled "This product is not made from wood.".

This bill is similar to SB 760 (2025) and HB 1537 (2025).

The following is a summary of the public testimony from the committee hearing. The testimony was based on the introduced version of the bill.

PROPONENTS: Supporters say that the industry has been severely impacted by fake wood products coming to the market, and people purchase fake wood when they think they're getting the real thing. This bill functions as a "truth-in-advertising" measure.

Testifying in person for the bill were Representative Harbison; MO Forest Products; and Arnie C. Dienoff.

OPPONENTS: There was no opposition voiced to the committee.

OTHERS: Others testifying on the bill say that cattlemen went down this same road years ago when fake meat products were discovered to be sold. It is important to let the consumer know what is being sold, and let the market sort itself out.
