The proposed bill, known as the "Sudden Cardiac Arrest Screening Act," aims to enhance the safety of student athletes in Missouri by implementing mandatory screening and educational measures related to sudden cardiac arrest. Starting in the 2027-28 school year, the state Department of Elementary and Secondary Education, in collaboration with the Department of Health and Senior Services and the Missouri State High School Activities Association (MSHSAA), will distribute educational materials to inform student athletes, their parents, and coaches about the risks and warning signs of sudden cardiac arrest. Additionally, before participating in any athletic activity, student athletes and their guardians must sign an acknowledgment form confirming they have received and reviewed the educational materials. The bill also mandates that qualified medical professionals conducting physical examinations for student athletes include a cardiovascular prescreening based on established guidelines. This prescreening will assess personal and family history of cardiac issues and include a focused physical examination. Coaches will be required to complete annual training on cardiac arrest, and any athlete with concerning findings during their examination must be referred to a cardiologist. The Department of Health and Senior Services will compile and publish an annual report on the outcomes of these screenings, ensuring transparency and accountability in the implementation of the new requirements.
