The proposed bill amends chapter 192 of the Revised Statutes of Missouri by adding a new section,
192.2160, which establishes a Senior Tenant Bill of Rights aimed at protecting older adults, defined as individuals aged sixty and above, in their rental agreements. Under this new section, landlords leasing to older adults are mandated to provide written lease agreements prior to possession, renewals at least thirty days before the lease ends, and to honor all agreed-upon lease terms. Additionally, landlords must maintain properties in a safe and habitable condition, disclose all fees in the lease without imposing additional charges, and ensure that any rent increases comply with established state laws and local ordinances.
Furthermore, the bill allows individuals who suspect violations of these provisions to contact the adult protective services hotline managed by the Department of Health and Senior Services. The department is tasked with assisting in filing formal complaints, making referrals to legal aid, and providing guidance on tenant rights, thereby enhancing the support available to older adult tenants in Missouri.
