HCR 31 -- CIVIC SEAL OF RECOGNITION

This House Concurrent Resolution recognizes the core importance of eduction on patriotism, ethics, morality, and civics. The Resolution creates an award entitled the "State of Missouri Seal of Civic Recognition" for each senior who graduates from a public school, private school, parochial school, or home school and who meets the specific criteria for various levels of the Seal of Civic Recognition.

Nominations for the consideration of the Seal of Civic Recognition will be submitted to the Civics and Patriotic Workgroup at the Department of Elementary and Secondary Education by specified groups beginning in 6th grade until graduation.

Eligibility criteria for level designation are outlined in the bill and includes completion of academic instruction in moral and ethical governance, national and world history, or a curriculum selected by the workgroup, engagement in active participation in school governance and community civic organizations, and participation in mentorship and "Seal of Civic Recognition Club" activities.

The Resolution provides a Bronze Seal of Civic Recognition for completion of at least two years but less than four, a Silver Seal of Civic Recognition for four or five years, and a Gold Seal of Civic Recognition for at least six years that will accompany the student's high school diploma.

The Resolution encourages entities that nominate a student for a Seal of Civic Recognition to provide additional support in the form of scholarship assistance or other incentives and any student that serves in military service or the Reserve Officers' Training Corps (ROTC) program will receive a "Letter of Congratulations, Commendation, and State Gratitude" signed by the Governor, the Speaker of the House of Representatives, and the Lieutenant Governor of the state of Missouri.
