Any new private business established on or after August 28, 2026, must equip each public restroom with a diaper changing station. Beginning January 1, 2028, each public restroom within a public building must be equipped with a diaper changing station.
If a public restroom is gender specific, another public restroom equipped with a diaper changing station within the same building must be made available to persons of the opposite gender.
