The following is a summary of the House Committee Substitute for HB 2901.

The statutorily authorized Joint Committee on Child Abuse and Neglect expired on January 15, 2023. This bill repeals that expiration and reinstates the Committee. The bill requires the Committee to send additional copies of its annual report to the Speaker and Chief Clerk of the House of Representatives and the President Pro Tem and Secretary of the Senate.

The following is a summary of the public testimony from the committee hearing. The testimony was based on the introduced version of the bill.

PROPONENTS: Supporters say that this bill reauthorizes an important committee. This protects children by studying and analyzing the state child abuse and neglect reporting and investigation system and foster children. The last report was left without a proper destination and was filed with the Secretary of State, so the information was difficult to find. The bill will ensure more people receive this valuable information.

Testifying in person for the bill were Representative Dolan and Missouri Network Against Child Abuse.

OPPONENTS: There was no opposition voiced to the committee.

Written testimony has been submitted for this bill. The full written testimony and witnesses testifying online can be found under Testimony on the bill page on the House website.
