The bill proposes to repeal the existing section 115.306 of Missouri law and replace it with a new section that outlines the qualifications for candidates seeking elective public office. Under the new provisions, individuals who have been found guilty of or pled guilty to a felony, whether under federal law, Missouri law, or laws of other states that would be considered felonies in Missouri, are disqualified from running for office. Additionally, candidates who are delinquent in the payment of various taxes, including state income taxes and property taxes, will also be disqualified from participating in elections. Furthermore, the bill introduces a requirement for candidates, except those running for county or city committee positions, to file an affidavit with the Department of Revenue affirming their tax payment status. This affidavit must be included with their declaration of candidacy. If a complaint is received regarding a candidate's tax delinquency, the Department of Revenue is mandated to investigate. If the candidate is found to have provided false information, they will be disqualified from the election and barred from re-filing for an entire election cycle. Additionally, a new requirement is established for candidates performing county functions in cities not within a county, mandating them to file an affidavit with the election authority and provide official documentation proving they have paid all taxes due.
