The proposed bill introduces two new sections, 59.670 and 67.5137, to the Missouri Revised Statutes, aimed at enhancing residential address confidentiality for certain individuals, specifically current or former law enforcement officers and judges. Under the "Missouri Shield Act," eligible persons can request that their residential addresses and telephone numbers be shielded from public access in county records. This request is made through an affidavit that includes personal information and details about the documents for which shielding is sought. The presiding judge in the county will review the affidavit and, if deemed necessary for safety reasons, will issue a court order to restrict access to the specified documents for a period of five years, after which a renewal can be requested. Additionally, the bill outlines the process for filing requests, the responsibilities of county recorders and officers in implementing shielding, and the conditions under which shielding can be lifted. It also specifies that certain parties, such as law enforcement officers performing official duties and licensed attorneys, will still have access to the records. The provisions of this bill are set to take effect on June 1, 2027.
