The bill proposes to repeal the existing section 249.422 of the Revised Statutes of Missouri and replace it with a new section that allows cities, towns, villages, or counties to levy an annual fee for the repair of lateral sewer service lines on residential properties with six or fewer dwelling units. The maximum fee that can be imposed has been increased from fifty dollars to one hundred dollars per year. This fee will also apply to condominiums with six or fewer units, where each unit is responsible for its proportionate share of the fee. Additionally, if a condominium unit has its own individual lateral sewer line, it will be treated as an individual residence for the purposes of this fee. The bill outlines that the proposal to impose this fee must be approved by a majority of voters in the affected area. If approved, the governing body of the city, town, village, or county can enact an ordinance for the collection and administration of the fee, which will be used solely for the costs associated with repairing defective lateral sewer service lines. The funds collected will be deposited into a special account, and any interest generated will also be allocated to this account for the same purpose.
