Upon voter approval, this constitutional amendment enacts multiple provisions related to artificial persons.
Artificial persons, as defined in the amendment, exist only by grant of the state and will have no powers or privileges except those the Missouri Constitution expressly provides.
The amendment specifies that the powers of artificial persons do not include election activity or ballot issue activity. The powers of artificial persons related to election activity and ballot issue activity are revoked.
All powers previously granted to any artificial person under Missouri law are revoked in their entirety.
Nothing in this amendment will be construed to invalidate, impair, or modify any existing contract, debt instrument, security, or other legal obligation.
The amendment voids language conferring election activity authority and ballot issue activity authority to artificial persons contained in articles of incorporation, organization, and association. The amendment prohibits a charter privilege from being construed to authorize these things and voids any charter privilege that does.
The amendment requires that the General Assembly enact certain provisions to comply with the amendment during its first regular session following December 3, 2026.
