COMMITTEE ACTION: Voted "Do Pass" by the Standing Committee on Elections by a vote of 13 to 0. Voted "Do Pass" by the Standing Committee on Rules-Legislative by a vote of 11 to 0.
This resolution calls upon the members of the Missouri Congressional delegation to uphold the principles of federalism and to be proponents of appropriate action that affirms the authority of states to govern their election processes.
PROPONENTS: Supporters say that this resolution is designed to address growing involvement from courts in the realm of campaign finance. Aggressive micromanagement of campaign finance policy by federal courts is inappropriate. State legislatures are the proper actors to create campaign finance policy, not unelected courts. There is widespread dissatisfaction among Americans about campaign finance laws. Allowing state legislatures more authority to enact campaign finance policy would return this power to the people. This increases election honesty, accountability, transparency, and openness, and increases local control.
Testifying in person for the bill were Representative Perkins; Arnie C. Dienoff; and Brian Boyle, American Promise.
