The resolution proposes an amendment to the Constitution of Missouri that would repeal the existing Section 2 of Article VIII and replace it with a new section regarding voter eligibility. The amendment stipulates that only U.S. citizens who are at least eighteen years old, residents of Missouri, and of the political subdivision where they wish to vote are entitled to participate in elections. It also outlines the requirements for voter registration, including the necessity to register within a specified timeframe for elections that require registration, or to have been a resident of the political subdivision for at least thirty days prior to elections that do not require registration.
Additionally, the new section clarifies that individuals who have been adjudicated as mentally incapacitated and have a guardian, as well as those involuntarily confined in a mental institution, are not eligible to vote. Furthermore, it allows for the exclusion of individuals convicted of felonies or crimes related to the exercise of the right to vote, as determined by law. This amendment will be presented to Missouri voters for approval or rejection during the general election in November 2026 or at a special election called by the governor.
