Currently, the Missouri Constitution guarantees every citizen the right to keep and bear arms.
Upon voter approval, this constitutional amendment repeals this provision and allows any county, the city of St. Louis, and the city of Kansas City to regulate the possession, carrying, or transfer of firearms within city or county limits. The amendment authorizes the city or county to, by ordinance, issue a permit or certificate and charge a fee, as specified in the amendment.
For any nonresident, a city or county must recognize as valid any permit or certificate authorizing the possession or carrying of firearms issued by the individual's county of residence. The resolution also lists individuals who are exempt from the ordinance. The amendment specifies the penalties that may be authorized by the city or county, which must not exceed $1000 in fines or imprisonment for more than one year, or both.
This bill is similar to HJR 158 and HJR 57 (2025).
