This bill defines "purpose-built student housing" as any off- campus housing designed for student renters with a common space who are attending an institution of higher education.
Renters of purpose-built student housing have specific rights as specified in the bill. Leases for purpose-built student housing must include transparent fees, conflict resolution, health disclosures taken into consideration, lease modification due to a change in academic status, information with regards to subleasing, right-of-first-refusal, lease renewal, and the provision of essential or academic services by the landlord, as defined in the bill. Penalty provisions apply to any landlord failing to provide services listed in a lease agreement.
The Attorney General and the Department of Higher Education and Workforce Development will create a flyer for landlords of purpose-built student housing to provide to student renters.
This bill is similar to HB 1564 (2025).
