This bill prohibits minors from purchasing prepaid mobile devices or refilling previously-purchased prepaid mobile devices and it prohibits adults, who is not the parent or legal guardian, from purchasing or refilling prepaid mobile devices for a minor.
If a minor purchases or refills a prepaid mobile device, the penalty is an infraction. If an adult purchases or refills a prepaid mobile device for a minor, the penalty is a class D misdemeanor. For a second or subsequent violation or if the person has a history of crimes against children, the penalty is a class A misdemeanor.
