HB 2323 -- DOMESTIC ABUSE OFFENDER REGISTRATION

This bill creates the "Missouri Domestic Abuse Offender Registration and Accountability Act", which requires an offender convicted of a domestic abuse offense to register with the Department of Public Safety within 72 hours of the offender's conviction or release from incarceration, whichever occurs later, and requires the offender to maintain the registration for at least five years following the completion of the offender's sentence, probation, or parole. The bill describes the information an offender is required to provide to the Department and requires the offender to update his or her information with the Department within ten days of any change to the information. A person who fails to register under the provisions of this bill will be assessed a fine up to $500 for a first violation with written notification and 15 days to correct such violation and for a second or subsequent violation such person will be guilty of a class A misdemeanor and assessed a fine of up to $1,000.

The Department must maintain a secure and confidential database of registered domestic abuse offenders, which will be accessible by law enforcement agencies to aid in investigations and ensure the safety of victims. The Department is authorized to allocate necessary funding and resources to implement the domestic abuse offender registration system. The bill allows the Director of the Department to create any rules or regulations necessary to implement the provisions of this bill.

The provisions of this bill will expire August 28, 2032, and will terminate September 1, 2033.
