JOINT RESOLUTION Submitting to the qualified voters of Missouri an amendment to Article VIII of the Constitution of Missouri, by adopting one new section relating to continuing committees.

Be it resolved by the House of Representatives, the Senate concurring therein:

That at the next general election to be held in the state of Missouri, on Tuesday next 2 following the first Monday in November, 2026, or at a special election to be called by the 3 governor for that purpose, there is hereby submitted to the qualified voters of this state, for 4 adoption or rejection, the following amendment to Article VIII of the Constitution of the state 5 of Missouri: Section A. Article VIII, Constitution of Missouri, is amended by adopting one new 2 section, to be known as Section 23(a), to read as follows: Section 23(a). A continuing committee, including a political action committee, 2 shall not support or oppose candidates for public office, individually or as a group, in 3 any advertisement or printed material. The name or image of any candidate shall not 4 appear on any advertisement or printed material paid for by a continuing committee, 5 including a political action committee. A continuing committee, including a political 6 action committee, that violates the provisions of this section shall issue a retraction that 7 is as similar as practicable to the violating material in cost, size, scope, medium, time, 8 and place. Nothing in this section shall prohibit a continuing committee, including a
