This bill specifies that a public utility can not require additional deposits or transfer fees to transfer service to a spouse when the account is in good standing and the current account holder dies, is deported, or is incarcerated for more than 30 days.
A public utility may require a deposit under certain circumstances specified in the bill. If a deposit is required, the utility must allow the spouse to pay in installments.
