HCS HBs 2142 & 2058 -- TAX CREDIT FOR MOTION MEDIA PRODUCTION PROJECTS

The following is a summary of the House Committee Substitute for HBs 2142 & 2058.

This bill changes the amount of tax credits authorized for film or series production from $8 million dollars per year for film production and $8 million dollars per year for series production to $16 million per year total to be used for either film production or series production. The bill also extends how many tax periods taxpayers can carry forward their unused credits.

This bill is similar to HB 1499 (2025).

PROPONENTS: Supporters say that this bill will help bring more talent like makeup artists, actors and actresses, and film producers to Missouri. The bill will benefit local economies when production crews go into the small rural areas of Missouri to produce a TV show, commercial, or movie. The bill will also help small businesses like restaurants, catering companies, equipment rental establishments, construction companies, etc. The bill will also help put Missouri's historic downtowns, Main Streets, and neighborhoods on the map because they are sought out by production companies.

OPPONENTS: There was no opposition voiced to the committee. OTHERS: Others testifying on the bill say this bill has a clause that specifically states in order to receive the tax credit, the business must hire employees. The bill will help bring production crews into the smaller rural areas of Missouri. This bill will help get larger films produced in Missouri.
