This bill prohibits the intentional release of any balloon into the atmosphere on private or public property within the boundaries of the City of St. Louis.
This bill does not apply to balloons released indoors, scientific or meteorological balloons, hot air balloons, or balloons used in military, rescue, or emergency operations.
A person who violates this section is subject to a civil fine for each balloon, as provided in the bill. Community service can be required in lieu of a fine, at the discretion of the court.
