HB 1919 -- EMPLOYER ELECTRONIC-FILING THRESHOLD

COMMITTEE ACTION: Voted "Do Pass" by the Standing Committee on Ways and Means by a vote of 10 to 0.

Currently, an employer with at least 250 employees must electronically submit a tax return that indicates the amount of taxes withheld on wages in the previous tax year by January 31.

Beginning January 1, 2027, an employer with at least 10 employees must abide by the same rules and standards.

This bill is similar to HB 652 (2025).

PROPONENTS: Supporters say that this bill brings Missouri in line with how the Internal Revenue Service requires taxes to be filed. Supporters say this will also help with Missouri Department of Revenue processes and fraud checks.

Testifying in person for the bill were Representative Mcgirl; and Zachary Wyatt, Department Of Revenue.

OPPONENTS: Those who oppose the bill say that this bill removes a filing option for businesses that may be concerned about data breaches when filing electronically.
