This bill specifies that a record for the sale of a detached catalytic converter must include the Vehicle Identification Number (VIN) of the vehicle from which the catalytic converter was removed.

This bill is similar to HB 42 (2025).

PROPONENTS: Supporters say that this bill will make things easier for law enforcement to do their job because the inclusion of the vehicle identification number will allow the police to track a suspected or stolen vehicle. Supporters further state that the inclusion of the vehicle identification number will also relieve junk dealers and used parts sellers from the burden of tracking catalytic converters.

Testifying in person for the bill were Representative Billington; Recycled Materials Association; and Arnie Dienoff.

OPPONENTS: There was no opposition voiced to the committee.
