JOINT RESOLUTION Submitting to the qualified voters of Missouri an amendment repealing Section 2 of Article I of the Constitution of Missouri, and adopting one new section in lieu thereof relating to affirming life.
Be it resolved by the House of Representatives, the Senate concurring therein:
That at the next general election to be held in the state of Missouri, on Tuesday next 2 following the first Monday in November, 2026, or at a special election to be called by the 3 governor for that purpose, there is hereby submitted to the qualified voters of this state, for 4 adoption or rejection, the following amendment to Article I of the Constitution of the state of 5 Missouri: Section A. Section 2, Article I, Constitution of Missouri, is repealed and one new 2 section adopted in lieu thereof, to be known as Section 2, to read as follows: Section 2. That all constitutional government is intended to promote the general 2 welfare of the people; that all persons have a natural right to life, liberty, the pursuit of 3 happiness and the enjoyment of the gains of their own industry; that all persons are created 4 equal and are entitled to equal rights and opportunity under the law; that to give security to 5 these things is the principal office of government, and that when government does not confer 6 this security, it fails in its chief design. 7 (1) That the term "person" under this constitution includes every human being 8 with a unique DNA code regardless of age, including every in utero human child at 9 every stage of biological development from the moment of conception until birth.

10 (2) Nothing in this constitution secures or protects a right to abortion or requires 11 the funding of an abortion. Section B. Pursuant to chapter 116, and other applicable constitutional provisions and 2 laws of this state allowing the general assembly to adopt ballot language for the submission of 3 this joint resolution to the voters of this state, the official summary statement of this 4 resolution shall be as follows: 5 "Should the Missouri Constitution be amended to protect each human life with a 6 unique DNA code regardless of age?". Section C. Pursuant to chapter 116, and other applicable constitutional provisions and 2 laws of this state allowing the general assembly to adopt a fiscal note summary for the 3 submission of a joint resolution to the voters of this state, the official fiscal note summary of 4 this resolution shall be as follows: 5 "This change is expected to have no fiscal impact.". ✔
