Upon voter approval, this constitutional amendment proposes that no new tax or tax increase imposed by state statute will go into effect, or continue in effect if otherwise set to expire, without prior approval at a statewide general election.
Notwithstanding any other provision of the Constitution, this resolution further proposes that no State funds will be expended without first being appropriated by the General Assembly.
This bill is similar to HJR 8 (2025)and HJR 84 (2024).
