HJR 1 -- CONSTITUTIONAL AMENDMENTS

Currently, any constitutional amendment requires a majority of votes statewide for approval. Upon voter approval, this resolution would require constitutional amendments proposed by initiative petition or constitutional convention to receive both a majority of votes statewide and a majority of votes in a majority of the state's congressional districts for approval.

Upon voter approval, this resolution would prohibit a foreign national or a source connected to a foreign national, as defined in the resolution, from participating in an array of activities related to proposed constitutions or constitutional amendments. These include sponsoring an initiative petition proposing a constitutional amendment and making a contribution or expenditure to support or oppose a constitution or constitutional amendment or to a political committee or political party to support or oppose a constitution or constitutional amendment. A person would also be prohibited from soliciting or receiving a contribution from a foreign national or source connected with a foreign nation in connection with a proposed constitution or constitutional amendment.

If the proponent of an amendment approved via the initiative or a committee associated with the proponent has knowingly violated this section, the amendment will be deemed void.
