AN ACT To repeal section 33.220, RSMo, and to enact in lieu thereof one new section relating to state financial administration.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Section 33.220, RSMo, is repealed and one new section enacted in lieu 2 thereof, to be known as section 33.220, to read as follows: 33.220. 1. On or before October first in each year preceding the annual session of the 2 general assembly, each department shall submit to the budget director estimates of its 3 requirements for appropriations for the year commencing on the first day of July next. 4 2. Such estimates shall be on forms prescribed by the house budget chair and the 5 senate appropriation chair with the advice of the budget director. Such forms shall 6 provide, as nearly as practicable, for a uniform presentation and classification of estimates. 7 Blank copies of forms on which estimates shall be submitted shall be sent by the budget 8 director to each department on or before September first of each such year. 9 3. Estimates shall be submitted for each subdepartment, division, or bureau of each 10 department down to the smallest organization unit and for the department as a whole. 11 Separate estimates shall be submitted for each fiscal year. Separate estimates shall also be 12 submitted for each fund from which requested appropriations are to be made, and on another 13 form such estimates shall be consolidated to show total estimates from all funds. All such 14 estimates shall be so subdivided and classified as to show all estimated expenditures for all 15 purposes in such detail as may be required by the budget director, house budget chair, and 16 senate appropriation chair.

All estimates for federal funds shall include the amount of federal funds required, 18 the federal program number of each federally funded program the department plans to 19 administer, the amount, if any, of state funds required for each program, a description 20 adequate to give the members of the legislature knowledge of the objectives of each program, 21 and such other information as may be required by the budget director, house budget chair, 22 and senate appropriation chair. 23 5. Estimates shall show separately the requirements for ordinary expenditures for 24 operation and maintenance, extraordinary expenditures for operation and maintenance, and 25 capital expenditures. Each estimate for extraordinary expenditure and for capital expenditure 26 shall be explained in detail. The estimates shall be accompanied by such reports, data, or 27 other explanatory matter as the department may care to submit. ✔
