HB 1455 -- REGULATIONS BASED ON FUEL SOURCES

SPONSOR: Knight

COMMITTEE ACTION: Voted "Do Pass" by the Standing Committee on General Laws by a vote of 6 to 2, with 1 voting present.

This bill prevents the State and all political subdivisions from making any law, rule, regulation, or ordinance that restricts based on fuel source the sale or use of motor vehicles; farm equipment; and tools, including but not limited to, generators, lawn mowers, pressure washers ,chain saws, leaf blowers, and weed trimmers.

PROPONENTS: Supporters say that most of the pieces of machinery affected by this bill use gasoline or some other kind of liquid fuel, and that such a commodity is best regulated by the natural ebb and flow of the global market, and not state or local government. Supporters further say that this bill would ensure more freedom for citizens who wish to use motor powered pieces of machinery.

Testifying in person for the bill were Representative Knight; Missouri Corn Growers Association; Tony Shepherd, ABATE MO; Arnie C. Dienoff; Missouri Petroleum & Convenience Association; Joe Wider, Freedom of Road Rider's Inc; and American Petroleum Institute.
