HB 1368 -- SECURITY RECORDING CAMERAS REIMBURSEMENT

This bill creates the "Private Security Camera Incentive Program" within the Department of Public Safety to provide financial assistance for qualified applicants who reside in priority areas, defined in the bill.

Subject to appropriation, the Department will award rebates or vouchers to qualified applicants starting in January 2027, and the rebates or vouchers will be awarded by the law enforcement agency or fire department with jurisdiction over the area in which the applicant resides. The bill requires the Department to create the processes and procedures for establishing and implementing the program, prior to January 1, 2026. The Department will establish the methodology to identify priority areas, the minimum standard for the security cameras, and the use of the images recorded by a security camera.

This bill specifies the requirements for the owner or lessee of the property to be eligible for the program. The requirements include that the applicant must:

(1) Be at least 65 years of age, disabled or have a household income that does not exceed 150% of the current poverty level or 60% of the state median income and the property must be within a priority area; and

(2) Agree that the security camera will only be used for recording on the owner or lessees property and must not be purchased and installed until after August 28, 2025.

The bill also creates the "Private Security Camera Incentive Program Reimbursement Fund" to be used to provide the rebates or vouchers under the program established in the bill.

These provisions expire six years after the effective date.
