HB 1361 -- APPEALS OF DECISIONS MADE BY STATEWIDE ACTIVITIES ASSOCIATIONS

This bill creates the "Rue Wells Act" and defines "activities association" as any nonprofit statewide organization that facilitates interscholastic activities and includes at least one public school district.

The bill prevents activities associations from serving as their own appellate body for appeals from student athletes and creates a "Transfer Board" composed of three members appointed by the Speaker of the House of Representatives, three members appointed by the President Pro Tem of the Senate, and one member appointed by the Governor.

Within 30 days of a determination by the activities association a student can appeal and the transfer board must convene within five days and rule on the appeal.

This bill is similar to HB 2378 (2024).
