Currently, the Missouri Constitution guarantees every State citizen the right to keep and bear arms.
Upon voter approval, this constitutional amendment removes that provision and allows any county, the City of St. Louis, and the City of Kansas City to regulate the possession, carrying, or transfer of firearms within city or county limits.
This resolution authorizes the city or county to, by ordinance, issue a permit or certificate and charge a fee, as specified. For any nonresident, a city or county must recognize as valid any permit or certificate authorizing the possession or carrying of firearms issued by the individual's county of residence.
This resolution also lists individuals who are exempt from any such ordinance. This resolution specifies the penalties that may be authorized by the city or county, not to exceed a fine of $1,000 or imprisonment for more than one year, or both.
This bill is similar to HJR 136 (2024).
