This bill requires the State Board of Education(SBE) to adopt for the 2026-27 school year and all subsequent years a nationally norm- referenced assessment that satisfies the Federal pupil testing mandates. The assessment will be aligned to state standards, measure growth, and assess performance relative to grade levels.
The bill limits the results of assessments to compliance with federal law and instructs that the assessments be provided to the minimum extent with the least reduction of instructional time as possible to assess academic achievement.
This bill repeals provisions of law requiring the State Board of Education to develop a statewide assessment system. Instead, school districts will use nationally norm-referenced assessments, rather than the Missouri Assessment Program, to test students' knowledge and skills.
The bill includes a contingent effective date and will not go into effect until the United States Department of Education has been abolished or dismantled by an act of the United States Congress.
