HB 1005 -- QUALIFICATIONS OF CANDIDATES FOR PUBLIC OFFICE

This bill requires any person who files as a candidate for a public office that performs county functions in the City of St. Louis to provide copies of paid receipts or no-tax-due statements for local personal and real property taxes received from the Assessor to the election authority.

This bill is the same as HCS HB 1534 (2024).

PROPONENTS: Supporters say this bill is designed to close a loophole in which candidates for certain offices in the City of St. Louis are exempted from filing requirements that apply to every other candidate for public office in the State of Missouri. Most candidates already believe this is a requirement.

Testifying in person for the bill were Representative Kimble; Ben Borgmeyer, Board of Elections City of St. Louis .

OPPONENTS: Those who oppose the bill say this is a special law and seems to recreate existing requirements. A person who rents a house or car wouldn't have personal property tax receipts.
