Beginning January 1, 2026, this bill requires any business located within the St. Louis region nonattainment area that provides oil change services to customers, to also provide motor vehicle safety inspections and vehicle emissions inspections. The business can require a customer to purchase an oil change to receive an inspection and a business offering inspection services is not required to offer oil change services.
The Highway Patrol will enforce the provisions of the bill. Any business found in violation will receive a warning for the first offense and a fine of $1,000 for each subsequent violation.
