COMMITTEE ACTION: Voted "Do Pass" by the Standing Committee on Local Government by a vote of 16 to 0. Voted "Do Pass" by the Standing Committee on Rules-Legislative by a vote of 9 to 0.
Currently, municipal clerks are required to keep at least three copies of the published book of the general ordinances of the municipality on file in the office of the clerk and available for inspection by the public.
This bill allows municipal clerks to keep only one copy of the published book of the general ordinances on file if the ordinances are also available online for inspection without cost by the public.
PROPONENTS: Supporters say that many municipal governments provide online access to their codes so requiring them to keep three physical copies is unnecessary. Requiring only one could save significant printing costs and space in a municipal office. This bill simply brings the statute up-to-date with modern technological capabilities.
Testifying in person for the bill were Representative Mayhew; Municipal League of Metro St. Louis; and Missouri Municipal League.
OPPONENTS: There was no opposition voiced to the committee.
