HOUSE CONCURRENT RESOLUTION NO. 5 103RD GENERAL ASSEMBLY INTRODUCED BY REPRESENTATIVE CHAPPELL. 1717H.01I JOSEPH ENGLER, Chief Clerk
WHEREAS, motorcycle ridership has continued to increase over time, with 2 registrations growing from 3,826,373 in 1997 to 8,600,936 in 2015; and 3 4 WHEREAS, as of August 2016 the ongoing National Motorcycle Profiling Survey 5 2016, conducted by the Motorcycle Profiling Project, found that approximately one-half of 6 the motorcyclists surveyed felt that they had been profiled by law enforcement at least once; 7 and 8 9 WHEREAS, motorcycle profiling means the illegal use of the fact that a person rides 10 a motorcycle or wears motorcycle-related apparel as a factor in deciding to stop and question, 11 take enforcement action against, arrest, or search a person or vehicle, with or without legal 12 basis under the Constitution of the United States; and 13 14 WHEREAS, complaints surrounding motorcycle profiling have been cited in all fifty 15 states; and 16 17 WHEREAS, protests to raise awareness and combat motorcycle profiling have been 18 held in multiple states across the nation: 19 20 NOW THEREFORE BE IT RESOLVED that the members of the House of 21 Representatives of the One Hundred Third General Assembly, First Regular Session, the 22 Senate concurring therein, hereby: 23 24 (1) Support increased public awareness on the issue of motorcycle profiling; 25 26 (2) Encourage collaboration and communication with the motorcycle community and 27 law enforcement to engage in efforts to end motorcycle profiling; and HCR 5 2
28 29 (3) Urge law enforcement officials to include statements condemning motorcycle 30 profiling in written policies and training materials; and 31 32 BE IT FURTHER RESOLVED that the Chief Clerk of the Missouri House of 33 Representatives be instructed to prepare a properly inscribed copy of this resolution for each 34 law enforcement agency in the state of Missouri. ✔
